Texas Health Insurance Plans Now Must Provide New Women’s Preventive Benefits.

Humana One sent out a blast email to the agent community a few days ago indicating that effective next week, August 1, 2012 that contraceptive methods will be covered as an essential benefits on Texas Health Insurance plans. Essential benefits for this post means covered at 100% no copay or deductible, meaning FREE! It goes on to state the date is tied to the beginning of your plan year after 08-01-2012 so we assume that if you purchase a policy effective after the first of August it’s covered and if your policy renews in say December that is when yours would kick in but who knows what they are thinking.
Now, whats covered? Well for starters birth control pills are in there but if you go to the federal government website for health care you find some other things that may cause concern. Here is the exact passage from the feds. website:
- Contraception and contraceptive counseling: Women will have access to all Food and Drug Administration-approved contraceptive methods, sterilization procedures, and patient education and counseling. These recommendations do not include abortifacient drugs. Most workers in employer-sponsored plans are currently covered for contraceptives. Family planning services are an essential preventive service for women and critical to appropriately spacing and ensuring intended pregnancies, which results in improved maternal health and better birth outcomes.
Look at the procedure I bolded, sterilization procedures. Does that seem odd? Does to me. I don’t recall the media discussing this procedure nor do I recall hearing or reading anywhere about this one. I know I wrote an article somewhere about this because I found it buried in some government document called the Affordable Care Act but still, no media attention. Maybe it’s just me making a big deal out of this and no one cares but I still feel it’s worth discussing, lets discuss.
Sterilization procedures in English means tubes tied, period. Now here is the thing to think about. Essensial preventive benefits are free benefits according to the health care law, things like normal OBGYN visits and flu shots are covered free of charge with the new law and the tubes tied procedure is now part of that section of benefits. I recall looking up the cost of a tubal ligation on the Planned Parenthood website as about $6000. Wow, six grand covered at no copay or deductible, SWEET! What do you think rates are going to do? Well, after almost 20 years in this industry I know.. up up and away.

Affordable Care Act Helping Texas Health Insurance Consumers?

Ok, it’s over. Time to move on and accept the fact that the Affordable Care Act will be fully implemented come the first day of 2014. Lets get past it and look at all the good stuff included in the law. First, I am sick and tired of dealing with folks that no fault of their own have medical conditions that preclude them from getting Texas Health Insurance coverage. That bothers me, always has and always will. I also dislike individuals getting exclusions for some goofy pre-existing condition and the Affordable Care Act cleans that mess up. Goodie.
Yes, I oppose the intrusion into peoples lives just as much as the next Texan but there are allot of great things included in this law, some of those things are in place now. Things like guaranteed issue on kiddos under 19 and the full litany of preventive care benefits that are now first dollar benefits with no co pay or deductible and no cap like we had before the ACA. The benefits of no dollar caps or lifetime maximums is not that big a deal as few ever hit that mark but some carriers were capping prescription drugs at $3000 before the reform bill, now they cant. Again, nice benefits. The creation of a national high risk plan for those that can’t get coverage has helped out in several situations I personally am aware of and i have always supported a national risk pool plan.
In just a few months, January 1st 2014 to be exact, full guaranteed issue starts and yes, premiums will rise, taxes will go up but that’s not my problem as it relates to my job as a Texas Medical Insurance broker. Guaranteed issue is a major deal and will allow good hard working folks to cover their family. I am real tired of explaining to families that the heart attack they incurred has eliminated them from the market place.
Now I know that come very very soon the piper must be paid and yes, this law could bankrupt the country but that’s not my job to deal with, I’m an insurance broker and I deal with the laws and how they relate to health care act affect my clients. The law was passed, elections have consequences and the SCOTUS has spoken therefore I now support my clients and the law as it pertains to my clients.

Humana Health Insurance Plans in Texas Abuse Tobacco Users

I conducted some very interesting research this week regarding how Humana Insurance Company applies tobacco ratings to medical plans and thought I would share it with you. First, most medical plans apply about a 25% rate up for smokers or other tobacco users. For the record a tobacco user is anyone who used the product in the last 12 months. But again, 25% is the normal rate up. It seems somewhere in the course of time Humana jacked their rate up to between 30 and 70 percent over preferred rating. That’s large and it’s based on age.
Here are a few examples, someone in their 30’s I determined the additional rating would be 30% on their Enhanced Co Pay Plans over the preferred rate but for a 50 year old the increase goes up to 70% over their best rating. For someone in their forties the increase is about forty percent. This bizarre rating schedule is unlike other companies such as Blue Cross Blue Shield of Texas or a company like Cigna and I have no idea when or why this radical shift happened.
Having an age banded increase for tobacco users does one thing to Texas health insurance consumers and that is eliminate smokers for purchasing Humana in their older years. Why would you? An example that will make this easier to understand is that BCBS of Texas for a 60 something male was $486 a month but the Humana rate was over $800 a month. They have selectively eliminated a segment of the market that could be a higher risk from ever considering their plans as an option due to elevated cost.
Here is my problem with this practice, if other carriers follow their lead we could see an entire segment of the market shut out from finding affordable medical benefit options. I agree that smoking and tobacco use is detrimental to ones health but this article is not about that, it’s more about a FYI when considering insurance choices and one of those choices has been completely eliminated. I also don’t recall any communication from this company related to the increase in rating structure, even my contact at Humana had no knowledge of this happening.
Bottom line, if you’re looking for choices for the best health insurance in Texas and you have used tobacco in any shape form or fashion in the last year Humana is not playing ball with you. There are other great options that only increase the premium by about 25%, just keep looking.

Health Insurance in Texas is NOT Guaranteed Issue – Yet

If you have a pre-existing condition, finding and buying quality, health insurance coverage may be difficult. The fact is, most insurance companies don’t want to sell a policy to someone who is already sick. But unfortunately, there are a variety of every day conditions that disqualify folks from buying health insurance. Cancer, diabetes, high blood pressure and other chronic conditions can restrict people from getting the coverage they deserve.
Guaranteed issue health insurance was designed to give everyone- regardless of health status, the opportunity to receive adequate health insurance coverage.
Guaranteed Issue Defined
When someone speaks of a “guaranteed issue” health plan, they are talking about health care coverage that’s guaranteed, regardless of pre-existing conditions or other health issues. Basically, it’s health insurance coverage with no medical declines. Some states have enacted legislation that mandates all individual health insurance plans are guaranteed issue. But believe it or not, health insurance in Texas is not guaranteed issue-yet. As a result, there are still thousands of Texans who cannot get the care they need because they are denied coverage. And while enrollment is still low, in 2014, the program will be phased out as it will be illegal for any insurance company to discriminate against the sick.
In addition, there is also the Texas Health Insurance Pool, a risk program designed to offer health insurance to thoseTexasresidents eligible for HIPPA benefits. Currently, there are five plans available, each with different deductibles and coinsurance amounts. There’s even an HSA plan for those interested. Plans are limited to charging twice the amount a healthy person would normally pay for the same coverage and they are administered by Blue Cross Blue Shield of Texas.
A pre-existing condition shouldn’t restrict you from getting the health care coverage you deserve. With guaranteed issue health care, this will not be an issue. Unfortunately, until 2014 when it becomes illegal to discriminate against the sick, Texans will have to settle for limited benefit plans or HIPPA regulated, high cost plans.
